  International law traditionally serves as a vehicle for international cooperation, yet the World Health Organization (WHO)—the specialized global public health agency under the United Nations system—has historically been reluctant to exercise its lawmaking authority, despite possessing this power. However, this hesitancy toward lawmaking changed with the historic adoption of the Pandemic Agreement this May at the World Health Assembly.
